Kate Skouteris

Kate Skouteris is the Vice President of Individual & Small Group Markets and is accountable for the financial and operational performance of both the Tufts Health Plan and Harvard Pilgrim Health Care brands in these markets. She provides leadership, strategic vision, and collaboration with key partners to achieve business goals including financial performance, sales, member experience, quality, and regulatory compliance. She is a strong believer in the organization’s Purpose—to guide and empower healthier lives.
Prior to joining Harvard Pilgrim in 2021, Kate served in numerous leadership roles working with health care leaders in New England. She worked as an attorney specializing in health care, insurance and financial industries. She also served in executive leadership roles at Southern New Hampshire Health System, most recently as Senior Vice President, General Counsel and Chief Administrative Officer, where she was responsible for legal services and administrative operations, while driving operational efficiencies across the organization. Her early career also included practicing law in Boston followed by public service at the New Hampshire Department of Revenue Administration, first as General Counsel then as Assistant Commissioner.
A New Hampshire native, Kate holds a B.A. degree from the University of New Hampshire and a J.D. degree from Suffolk University Law School.
